TOWN OF EAST HARTFORD

REGULAR MEETING MINUTES:  February 7, 2011

The regular meeting of the Historic District Commission of East Hartford, Connecticut was called to order at 7:26 p.m. in Conference Room A on the first floor of Town Hall by Chairman David Holmes.  On a roll call by Secretary Robert Pasek:

PRESENT:  Alternate Jeffrey Cummings, Chairman David Holmes, Vice Chairman Steven Hudak, Travis Simpson, and Gloria Visgilio-Lupi, Secretary Robert Pasek, and Alternate Mary Manns.

ABSENT:  Alternate Dusty McMahan  

ALSO PRESENT:  Liaison Mary G. Martin, Municipal Historian Raymond Johnson, and Applicant, Mrs. JoAnn Tuttle

Alternate Jeffrey Cummings was appointed a voting member by Chairman Holmes for purposes of voting on the January minutes.

ACCEPTANCE OF MINUTES:  MOTION by Mr. Simpson to accept the January 3, 2011 regular meeting minutes; seconded by Mr. Cummings.  Vote was unanimous and uncontested.  Ms. Manns abstained.  

CHANGE IN ORDER OF AGENDA:  MOTION by Mr. Hudak to move Item 7A “New Business” forward on the agenda due to the presence of the Applicant; seconded by Ms. Visgilio-Lupi.  Vote was unanimous and uncontested.  

NEW BUSINESS:

ACTION ON APPLICATION FOR CERTIFICATE OF APPROPRIATENESS #77 FOR 259-263 NAUBUC AVENUE (OWNER:  TUTTLE) FOR THE INSTALLATION OF VINYL WINDOWS:   MOTION made by Mr. Simpson to approve the application as submitted; seconded by Mr. Pasek.  Motion did not pass.  (Yays:  1; Nays:  5).

Mr. Pasek made an alternate MOTION, to approve Application #77 with the following stipulations:  All basement windows may be replaced with the vinyl windows shown in the application, a 2-light sliding window, unless a 3-light sliding vinyl window to fit the current openings can be found.   The other three windows, located above the basement level as described in the application, must be replaced with one-over-one wood windows similar to the design of the wood windows that were approved by the Commission through a previous application; seconded by Mr. Simpson.  Vote was unanimous and uncontested.

The order of the original Agenda resumed with Item 4A “Communications”.

COMMUNICATIONS:  Items listed on the Agenda were presented.  In addition:
  • Article from The Hartford Courant, dated February 6, 2011, “Tear Down
History, Not in Glastonbury” by local architect David Cox.

  • Ms. Martin distributed copies of maps showing the boundaries and addresses of the four National Register Districts in the Town of East Hartford.
OPPORTUNITY FOR CITIZENS/RESIDENTS TO SPEAK:  Commissioner and Naubuc Avenue Resident, Mr. Simpson, stated that the Dutch Colonial that was for sale on Naubuc Avenue is either sold or under contract.

OLD BUSINESS:

DESIGN GUIDELINES SUB-COMMITTEE UP-DATE:   The members of the Sub-Committee decided to meet once again in the near future.  They will finalize their decision to not change the design guidelines and present a formal statement to the Commission.

NEW BUSINESS:

PAYMENTS:
  • Clerk ($75)
  • The Hartford Courant ($42.47)
MOTION by Ms. Visgilio-Lupi to pay the above listed expenses; seconded by Mr. Hudak.   Vote was unanimous and uncontested.  

OPPORTUNITY TO DISCUSS ITEMS NOT ON THE AGENDA:   Commission members welcomed new Alternate member, Mary Manns, to the Commission.   Also, Mr. Pasek shared his experience of his visit to the grand opening of the Waterbury City Hall.

ADJOURNMENT:  MOTION by Mr. Pasek to adjourn the meeting at 7:58 p.m.; seconded by Mr. Hudak.  Vote was unanimous and uncontested.
